UN announces fertilizer-first mechanism

On August 24, UN Secretary-General António Guterres said the United Nations had developed a practical, time-bound confidence-building mechanism for the Strait of Hormuz. It would focus initially on fertilizers and related raw materials, with the option to expand to other products. The aim is to reduce immediate shipping risks, support more orderly and predictable transit, and create room for diplomacy and de-escalation.

The work is led by the Executive Director of the United Nations Office for Project Services (UNOPS), with UN Trade and Development (UNCTAD), the International Maritime Organization (IMO) and the International Chamber of Commerce (ICC). The UN says the technical framework is ready, but implementation still requires cooperation and political will from the parties involved.

How the mechanism would work

The proposed arrangement would register, verify and monitor vessels carrying fertilizers and related products. It would also use a deconfliction mechanism in Oman to reduce miscalculation and maritime risk. The UN would act as a neutral facilitator, not as a carrier or an authority granting passage through the strait.

The design draws on experience from the Black Sea Grain Initiative and UN verification mechanisms. Its purpose is to provide a workable buffer for essential agricultural inputs before full freedom of navigation is restored.

Why fertilizers come first

UNCTAD estimates that about one-third of global seaborne fertilizer trade, roughly 16 million tonnes, passes through the Strait of Hormuz. The Gulf exports finished nitrogen fertilizers such as urea and ammonia and supplies key feedstocks including natural gas and sulfur. Gas is central to ammonia and urea production, while sulfur is a major input for phosphate fertilizers.

Disrupted transit can therefore affect physical availability, energy and feedstock costs, freight and insurance at the same time. For import-dependent markets in Asia, Africa and other vulnerable regions, delays can also disrupt critical fertilizer application windows and transmit into crop production and food prices.

A proposal is not restored navigation

The mechanism would not authorize passage through Hormuz or alter the rights and obligations of any UN Member State under international law. Sovereign decisions remain with participating states, and the arrangement can operate only if the relevant parties agree.

The UN also stressed that this is a practical first step, not a substitute for restoring navigational rights or reaching a political solution to the conflict. The proposal itself should therefore not be treated as evidence that fertilizer supply has already normalized.

What the market should watch

Fertilizer buyers should monitor whether the parties formally accept the mechanism, whether the first registered vessels sail, actual transit volumes, changes in insurance and freight, and sustained recovery in Gulf urea, ammonia and sulfur loadings. Only continuous, verifiable vessel movements can materially reduce the supply-risk premium.

Growers should continue planning purchases from soil tests and crop nutrient windows rather than relying on a mechanism that is not yet operational. Enhanced-efficiency fertilizers and biostimulants can improve nutrient-use efficiency, but they do not replace the base nitrogen, phosphorus and potassium required by crops.
